What Is IEC 61439 and Why Is It the Standard That Matters?

IEC 61439 is the international standard for low-voltage switchgear and controlgear assemblies. It replaced the older IEC 60439 standard and governs how electrical panels are designed, constructed, and verified. The two parts most relevant to power distribution and motor control panels are:

  • IEC 61439-1 — General rules: defines common requirements applicable to all types of assemblies, covering design verification, materials, construction, and performance criteria.
  • IEC 61439-2 — Power switchgear and controlgear assemblies: covers specific requirements for panels that distribute and control electrical power, including MDBs, SMDBs, FDBs, and MCCs.

IEC 61439 Design Verification: The Three Routes

One of the most critical elements of IEC 61439 is design verification — the process of confirming that a panel design meets all specified performance requirements before it enters production. The standard defines three acceptable methods:

What Is PVOC and When Do You Need It?

The Pre-Export Verification of Conformity (PVOC) is a government-mandated quality and safety assessment programme adopted by multiple countries. Its purpose is to verify that imported goods comply with the applicable national technical regulations and standards before they leave the exporting country.

Under a PVOC programme, electrical panels must be inspected and certified by an authorized inspection body — such as Intertek — in the country of manufacture. Only after passing this inspection is a Certificate of Conformity (CoC) issued, which is the mandatory document required for customs clearance at the destination port.

Not Every Export Requires PVOC

PVOC certification is not included in our standard delivery — it is a service we provide on request when your project destination requires it. Many countries in the Middle East, GCC, and other regions accept IEC 61439 compliance with our standard factory test certificates and documentation without requiring a separate PVOC certificate. However, when your destination country does mandate a CoC, TECO GROUP has the experience and established relationships with Intertek to handle the entire process seamlessly.

Countries That Typically Require PVOC or Conformity Certificates

Based on our export experience, the following markets commonly require a Certificate of Conformity through programmes administered by Intertek or other authorized bodies:

  • East Africa: Tanzania, Kenya, Uganda, Rwanda, Mozambique
  • Middle East: Saudi Arabia (SASO/SALEEM), Kuwait (KUCAS), Qatar, Iraq
  • North Africa: Algeria, Egypt

What Happens Without a PVOC Certificate (When Required)?

For countries that mandate PVOC, the consequences of shipping without a valid CoC are severe. Consignments arriving without the required certificate can face penalties of up to 15% of the CIF value, mandatory destination inspection at the importer’s cost, and in the worst case, the goods may be re-exported to the country of origin or destroyed. This is a significant financial and timeline risk — one that is entirely avoidable when you request PVOC certification upfront.

Step 1: Engineering & Manufacturing

Every panel is designed and manufactured in our production facility in Amman, Jordan. Panels are built to IEC 61439-1 and IEC 61439-2 using ABB, Siemens, or Schneider Electric components in IP55-rated powder-coated steel enclosures. Each panel includes detailed wiring diagrams, component lists, and configuration documentation — the same engineering package we deliver on every project.

Step 2: 100% Factory Testing

Before any panel ships, it undergoes our routine factory test (RFT) programme. This includes visual and dimensional checks, mechanical operation verification, applied voltage tests (3kV for 1 minute on power circuits to earth), and full electrical and functional operational checks. A Routine Factory Test Certificate is issued with every panel — this is standard for all orders, whether PVOC is required or not.

Step 3: Intertek On-Site Inspection

Once manufacturing and testing are complete, we coordinate the Intertek inspection at our Jordan facility. Their inspectors verify that each panel matches the product descriptions, standards references, component specifications, and technical documentation submitted in the Request for Conformity (RFC). For electrical panels, the applicable standards are confirmed — typically IEC 61439-1 and IEC 61439-2 as adopted by the destination country’s national standards body.

Step 4: Certificate of Conformity (CoC) Issuance

After successful inspection, Intertek issues the Certificate of Conformity (CoC). The CoC covers every item in the shipment individually — listing each panel with its product description, brand, model, enclosure size, quantity, HS code, applicable standard reference, and country of origin. The certificate is valid for three months from the issuance date and is a mandatory document for customs clearance.

Step 5: International Shipping

With the CoC in hand, the consignment ships — typically via ocean freight (FCL) for large project orders or via DHL Express for smaller shipments ordered through our online shop. The CoC accompanies the shipping documentation, ensuring smooth customs clearance at the destination port with zero delays.
